The minutes of the regular meeting of the North Plainfield Board of Education held on July 23, 2008 at Watchung School, 33 Mountain Avenue, North Plainfield, NJ. Mrs. Bond-Nelson called the meeting to order and made the following announcement: In accordance with NJSA 10:4-10, required advance notice of this meeting was filed with the Borough Clerk; submitted to the COURIER NEWS, STAR LEDGER, AND Comcast; posted at Watchung School, Borough Hall and the North Plainfield Public Library. Following the Pledge of Allegiance, Mrs. Bond-Nelson requested the call of the roll:

Also present were Marilyn Birnbaum, Superintendent of Schools; Donald Sternberg, Board Secretary/School Business Administrator; and Robert Rich, Assistant Superintendent. Also present were three members of the public.
Introduction of New Staff There was none.
Minutes Approval Mr. Branan moved, seconded by Mr. Allen and unanimously approved to accept the public session minutes of June 18, 2008.
There were no executive session minutes of June 18, 2008.
Comments from the Public Upon request of the chair for topics from the public, Mark Williams commented on new regulations and their correlation to the need to improve test scores. He questioned the impact of these regulations on the district’s ability to achieve improved results.
Additional Board Matters Upon request of the chair for additional emergency matters to be discussed by the Board, there were none.
Committee Delegate Reports Mrs. Bond-Nelson reported on negotiations.
Mr. Branan will schedule meetings for the Finance & Facilities Committee and the Policy Committee.
Superintendent’s Report Recognition The Fourth Grade Field Trip: On June 12, 2008, six buses with fourth grade students from Stony Brook, East End and West End Schools traveled to Philadelphia, Pennsylvania for their field trip to the Franklin Institute Science Museum. Cathy Kobylarz, principal of Stony Brook School and trip coordinator, noted, “It truly was an action-packed day filled with the Exhibit Tour, a galactic space adventure of bioworlds at the Franklin Institute's Fels Planetarium, lunch, and shopping at the Sci-Store. The Exhibit Tour consisted of three floors of current exhibits such as the "Giant Heart Experience,” the "Train Factory, "Space Command,” the "Sports Challenge," the "Franklin Air Show," and many exhibits explaining the amazing works of Benjamin Franklin. It was an educational day to remember in a place the children will never forget.”
“Surf the Wave”: Students and families of East End School filled the Community Room on the evening of June 10 to learn about the summer reading incentive program, Surf the Reading Wave. East End families brought their beach towels, sun hats and beach chairs which created a “summer beach atmosphere.” Allison Longley, education media specialist, along with staff members Sharon Egan, Francesca Cardona, Monica Villafuerte, and Kitty Jedra explained the program to the school community, emphasizing the importance of summer reading, as well as East End School’s summer reading incentive program. Students were instructed to record the books read or books read to them in a reading log which students would return to their teachers in September.
Students who meet the criteria will receive prizes such as stickers, bookmarks and books. Any student who reads 10 books or more will be invited to a special “Ride the Wave Movie Night” in September. A representative from Commerce Bank also addressed the audience and explained that students who read ten books would also receive a $10.00 check from Commerce Bank. Commerce Bank also provided each student with a canvas bag containing the details of their incentive program as well as some “goodies.” Finally, Meredith Hoyer, the children’s librarian from the North Plainfield Public Library, explained their summer reading program and how both incentive programs work hand in hand.
Ms. Longley provided a suggested summer reading list and also encouraged students to choose any book they would enjoy. The North Plainfield Public School suggested summer reading list can also be found on the district’s website as well as at the North Plainfield Memorial Public Library. Kathleen Herrmann, East End School principal, noted, “The message that evening was clear. Students should read every day in order to sustain and increase their reading ability over the summer as well as to continue to foster a love of reading. Hopefully, the East End Community Room will be filled to capacity on movie night.”
Best of Somerset: A new incentive program for all fifth and sixth grade students, the Best of Somerset recognizes the “all around” student, not necessarily the academic student. These students demonstrated consistent positive behaviors and showed that they were responsible, kind, courteous, and helpful, Over 95 families celebrated their child’s accomplishments for the 2007-2008 school year at a pizza and ice cream celebration for all to enjoy.
To welcome parents to Somerset School, Principal Reginald Sainte-Rose hosted a Parent Orientation on June 12, 2008 at 7 p.m. The orientation was just one way that helped ease some of the anxiety and anticipation of entering a new school for both parent and child and provided information that parents could use to help their child succeed at Somerset School. This introduction included a brief overview of what the children will experience at Somerset School and included information on school rules, after school activities, curriculum, arrival and dismissal procedures, as well as a review of Somerset School’s Code of Conduct. Parents also had an opportunity to tour the building and meet some of the faculty. In addition to the Parent Orientation, all fourth graders in North Plainfield had an opportunity to visit Somerset School during their school’s designated Student Orientation in the beginning of June.
China Earthquake Ice Pop Sale: West End School third grader Yanqing Liang, her family, friends, and many West Enders pitched in to sponsor an Ice Pop Sale to benefit the victims of the recent earthquake in China. Yanqing, born in China, presented a PowerPoint presentation at a building assembly that included information on China and about the earthquake. The Ice Pop Sale raised $224.44 which was sent to World Vision China Earthquake Relief. Yanqing's family was very touched by the efforts of West End. Yanqing began the collection with $5.00 from her grandmother who said, "I want to be the first to donate." Many thanks to Buzzy Durkin who supported Yanqing through this project, to Wendy Alvarez for helping with the presentation, to the third grades for making posters, and to staff members who also assisted with the project: Angel Lopez, Katie Dolan, Mindy Durkin, Karen Pisani, Theresa Knauer, Alan Adams and Keren Fonseca.
The No Child Left Behind Summer Academy, under the direction of Diana Sefchik, supervisor of world languages, bilingual/ESL, and academic support programs, will be hosting an assembly to promote summer reading on Tuesday, July 21 at West End at 9:45 a.m. in the Community Room. As part of the program, the teachers will perform a skit. Each student also will receive a free book and a Commerce Bank bag with a reading log and treats. On July 25 at West End from 10:00 a.m.-11:00 a.m., Dr. Wasserman from Dow Chemical Company will speak to the children about the scientific method and the science of plastic. A “graduation ceremony,” with parents in attendance, will be held on the last day of the No Child Left Behind Summer Academy on July 29 at 9:15 a.m. Please feel free to join in on July 21, July 25, and/or July 29 for these very worthwhile activities.
Nancy Bahnasy and David Perez earned the Pete Hansen Sportsmanship Award. This award is given to one fourth grade boy and one girl who have demonstrated outstanding sportsmanship and character traits at West End School. This award was established by the West End PTA to honor Pete Hansen and his dedication to the children/youth of North Plainfield after Mr. Hansen’s passing. It has been awarded every year for the last 22 years. Skip Hansen, wife to Mr. Hansen and Principal Beth Sobel’s mother, often presents the award. The last two years, George Hansen, Ms. Sobel’s brother, has spoken and given the award. It is considered one of the best awards at West End. It has been given to the highest grade level that was in the building at the time so it started as a 6th grade award, then fifth, now fourth.
Dexter Jackson, third grade, earned the West End School High Excellence Student Award. Dexter earned High Honor Roll every marking period --4.0 grade point average.
NPHS Marching Band students Dondre Stuetley (trumpet) and Jordan Rogers (drums) accompanied the Masterwork Chorus, under the direction of Tom Mazur, supervisor of fine, practical and performing arts, at a July 3, 2008, Somerset Patriots’ baseball game. A patriotic medley and the National Anthem were performed on the field before 7,800 fans.
SAFETY TRAINING The Safety Topic for June was Chemical Safety. Related safety training, including proper handling techniques and OSHA Standards, was conducted with all staff members on Wednesday, June 11, 2008. The aforementioned training was scheduled to coincide with the start-up of summer cleaning.
Additionally, the following developmental training courses were held on June 30, 2008. • Right To Know Refresher – All summer staff. • Right To Know – Initial, all new employees.
The following operational training has been scheduled for August. • Restroom Cleaning Techniques – Kivac machine usage. • Terrazzo Floor Refinishing – Diamond grinding techniques. • Emergency Response – Fire extinguisher training. • Bloodbourne Pathogens and Exposure Control.
DISTRICT OPERATIONS The following contracted, in-house, and capital improvement projects are currently in progress. • Ten restroom renovations at several locations. • *A district-wide façade and brickwork restoration project. • *Structural repairs to East End School gymnasium. • **Auditorium stage and house light improvements. • Renovations to Stony Brook School Media Center. • Exterior door replacements at East and West End Schools. • New flooring installations at several locations. • Concrete and asphalt repairs at several locations. • Installation of drop ceilings at several locations. • Interior and exterior painting at several locations.
*Public bids were opened for these two projects on July 15. We anticipate awarding these projects at our next regularly scheduled Board Meeting.
**Bid specifications for this capital project will be prepared in the near future. At the end of the summer, Ed Ostroff, director of operations, will prepare and post a project status report to our website.

Further, that for the 2008-2009 school year, the Board of Education adjust Ms. Labott’s salary to the MA/Step 4 annual salary rate of $45,730, to be adjusted pending settlement of the negotiated Agreement.

Adjournment Mr. Branan moved, seconded by Mr. Allen and unanimously approved to hold an executive session on September 3, 2008 at 7:00 pm for confidential matters relating to students, personnel, contract negotiations, litigation, and/or any other matter considered confidential by federal or state law.
