The minutes of the regular meeting of the North Plainfield Board of Education held on November 19, 2008 at Watchung School, 33 Mountain Avenue, North Plainfield, NJ. Mrs. Bond-Nelson called the meeting to order and made the following announcement: In accordance with NJSA 10:4-10, required advance notice of this meeting was filed with the Borough Clerk; submitted to the COURIER NEWS, STAR LEDGER, AND Comcast; posted at Watchung School, Borough Hall and the North Plainfield Public Library. Following the Pledge of Allegiance.Mrs. Bond-Nelson requested the call of the roll:

Minutes Approval
Mr. Branan moved, seconded by Mr. Allen and unanimously approved to accept the public session minutes of October 15, 2008.

Financial Report
Mr. Allen moved, seconded by Mr. Branan and unanimously approved by roll call vote that the Board of Education approve the list of bills and payrolls dated October 31, 2008 in the amount of $5,832,792.31.

Mr. Allen moved, seconded by Mr. Branan and unanimously approved that the Board of Education accept the monthly financial reports of the School Business Administrator/Board Secretary and the Treasurer of School Funds, for the month of September, 2008 and further recommends in compliance with NJAC 6:23-2.11(B), that the Board of Education certify that to the best of their knowledge no major account or fund has been over expended and that as of this report sufficient funds are available to meet the district’s financial obligation for the remainder of this fiscal year.

Student Representative Report
Nora Rivera, Student Representative, reported on various student activities some of which include the following:

The “Pathways to Peace” week engaged students in various presentations including a violence prevention play presented by the Drama Club and a one-man show presented by John Morello. On November 13th, a Junior Parents’ Night was held. The Student Council organized a blood drive on November 14th. A Student Council Homecoming Dance is scheduled for November 21st at the Dunellen Hotel Annex. Veterans visited the High School today to share stories and experiences with students. The Drama Club will present “Rumors” on December 3rd, 4th, and 5th.

Presentation
The North Plainfield High School Cheerleaders under the direction of, Coach Louis Pulcrano, were awarded certificates for their achievement as the 2008 Ameri Team of the Year. This is the second year in a row for this achievement.

Mr. Robert Goellner presented NP Foundation Mini Grants to Lisa Cerulo for Playground Fun with States and Capitals, Nicole Rossi for Exploration of Monarch Butterflies Migration and Sarah O’Donnell for Human Impact on the Environment.

Dr. Brinbaum presented an Indoor Air Quality Award for 2008 given to Edward Ostroff, Director of Operations.

Mr. Ostroff provided an overview of the County Crisis Management Drill conducted on November 6th.

Dr. Birnbaum reviewed the residency procedures and provided an overview of the District’s polices regarding residency and enrollment.

Superintendent’s Report

A. RECOGNITION/PUBLIC RELATIONS

The North Plainfield Education Foundation is awarding $250 mini-grants to the following staff members: Lisa Cerulo, West End School, Playground Fun with States and Capitals; Sarah O’Donnell, NPHS, Stream Ecology: Human Impact on the Environment; and Nicole Rossi, East End School, An Integrated Authentic Exploration: Monitoring Thriving Monarch Butterfly Populations Upon Migratory Return from Wintering in Mexico.

Founded in 1997, the Foundation, under the leadership of Robert Goellner, president, is a non profit, fund-raising organization dedicated to encouraging excellence in education in the North Plainfield community and carries out its mission by awarding mini grants to fund special projects suggested by the district's teachers. Trustees of the Foundation include a cross section of the community representing residents, the Board of Education, school administration, teaching staff and businesses.

Students

The NPHS cheerleaders, under the direction of Coach Louis Pulcrano, have once again brought home trophies. The team took a second and third place at the ECC Season Opener this past weekend, earning trophies that are now located in the main office. In addition, congratulations to the following team members for earning 2008 AmeriCheer Cheerleading Team of the Year. (*Participated in the 9-11 trip.)

The NPHS Varsity Football Team has won the Skyland Conference, Raritan Division, Football Championship. There was actually a tie with Somerville, who also had an identical 3-1 record. However, the first tie-breaker conference rule is head to head competition, and since we defeated Somerville, we were declared the champions. Congratulations to Coach Lake, his staff and players.

The Canucks final game will be the traditional Thanksgiving Day game to be held this year at South Plainfield. In conjunction with the game, South Plainfield will be conducting a holiday toy drive once again. Anyone can bring a new unwrapped toy suitable for a holiday gift to the South Plainfield Athletic Office and receive a free pass to the game. Toys from North Plainfield fans will also be accepted at the gate on Game Day for a complimentary ticket. Donations of toys will be made through the South Plainfield Social Service Department.

Marcel Ringold, grade 12, will be representing NPHS this Sunday at NJPAC as a member of the New Jersey All State Chorus. The concert is at 3 p.m.

Somerset School
“Eat Right, Move More”: The New York Jets Football Team, in partnership with the New Jersey Department of Agriculture, is once again recognizing schools in New Jersey that have made significant changes to improve their school nutrition environment. Schools that show strong support and participation in the breakfast program, provide healthy choices in their meal menus, and demonstrate efforts to improve nutrition and physical activity amongst their students are eligible to participate in the Jets sponsored “Eat Right, Move More” program. Out of 61 schools that applied, Somerset School has been selected as one of the five schools to participate in the New York Jets “Eat Right, Move More” program for the 2008-2009 school year. Somerset School will have an on-site visit from a New York Jets football player. The Jets players will meet with the students and discuss with them the importance of healthy eating and physical activity. Many thanks to John Vogel and the Somerset Physical Education Department along with Maschio’s Food Service who helped make this possible.

Community Adult School
The North Plainfield Community Adult School, under the direction of Rosemary McGuinness, principal/director, held its third annual bilingual North Plainfield Community Information and Health Fair on November 18, 2008 in the NPMS gym, 6:00 p.m.-8:00 p.m. A collaborative effort among the NPCAS, the NP Police Department, and the Somerset County Board of Health, the fair had over 30 exhibits, with representatives from financial institutions, health care, legal services, and community agencies.

NPHS
Choral Music: On Monday, November 17 the NPMS Chorus and the NPHS Concert Choir will have the extraordinary advantage to experience a Choral Workshop with Dr. Andrew Megill, Professor at Westminster Choir College. Dr. Megill is recognized as one of the leading choral conductors in the country and holds four significant positions in the world of choral music. Besides conducting several choirs at Westminster, he is the Artistic Director of Fuma Sacre "one of America's leading professional ensembles....whose performances leave the audience gasping in amazement" (Classical New Jersey). For the past 12 years, Dr. Megill has served as chorus master for the operas of the Spoleto Festival, where his work has been praised for producing "the finest opera chorus in the world" (Charleston Post and Courier); and he has prepared choruses for many of the world's leading orchestras and conductors, including the Berlin Philharmonic, New York Philharmonic, New Jersey Symphony, Royal Concertgebouw Orchestra of Amsterdam and the Philadelphia Orchestra. Dr. Megill has also had the pleasure of collaborating with folk singer Judy Collins and film director Ridley Scott. Anne Fellin, PTO president, will be taking photographs of the event.

Band: This year the marching band has created two ensembles - the Competitive Marching Band and a Pep Band. At home football games all of the students in the concert band participate by playing pep band music. Seventh and eighth graders are also invited to play at one game during the season. The competition band performs all halftime programs and away games as well as scheduled competitions.

So far, this season has brought the competitive marching band three first place trophies as well as Best Music, Best Visual, Best Guard, Best Percussion, and Best Marching. The band received a second place trophy at the South Plainfield band competition. The NPHS Marching Canucks participated at the NJ-States Competition in Sayreville on October 26 and although the band did not place in the top 10, the guard placed 9 out of 27 competing bands as well as the percussion placing 10th overall. On November 8, the band competed in the North-Eastern Championships in Allentown, Pa. against 17 of the top bands. The following are the student leaders: Pamela Maldonado - drum major; Jennifer DeJesso & Kathryn Fellin - guard captains; and Marissa Bavosa & Jordon Rogers - percussion captains.

Yearbook: Yearbook 2009 is in full swing! This year the yearbook will feature on original cover design and theme, "If Only We Came with Instructions." Yearbook editors attended an intensive Jostens workshop on design/production. They will also be attending the Garden State Scholastic Press Association Fall Conference at Rutgers University at the end of October. Editors have been selected and this year's staff will work collaboratively with an after-school crew to ensure a fantastic book! Tunlaw: Staff members for the school newspaper, Tunlaw, have been meeting regularly after school on Mondays and Wednesdays. The staff currently consists of a diverse group of 22 students, grades nine through twelve, and new members continue to join. While keeping in mind student interests at the start of the school year, staff members have worked to develop different topics to cover for the first issue of the newspaper. Several topics include fall sports, interviews with new teachers, an advice column entitled “Mr. Canuck and Ms. Canuck,” articles focusing on senior’s concerns regarding the end of their high school career and the college admissions process, and various other topics. Overall, Tunlaw is off to a great start. Editors and staff members have expressed interest and demonstrated enthusiasm that will help to make Tunlaw a continued success.

Canuckling: For the months of September and October 2008, the staff members of the Canuckling literary magazine club have been very busy. On September 25, members of and contributors to the Canuckling attended the Dodge Poetry Festival in Stanhope, NJ. Those who attended are writing reflections on their experiences that day to be included in this year's issue. The club members have chosen the overall theme "Journeys through Expressions" for this year's issue and have already begun to review all submissions received so far for possible inclusion in the Canuckling. The review has included poems, photos, and drawings. In addition, the club members were encouraged to help spread the word to other students to submit their creative work to the Canuckling. A number of submissions have been received from the Creative Writing class taught by Ms. Marie Nylund.

Business Club: The business club is in the process of preparing for two competitions: the Fed Challenge and the Consumer Bowl. Both competitions are not held until April 2009 but members wanted to get a jump on things. The team leader for both is Kendra Clark, a senior, who participated in the Fed Challenge last year.

Art Club: Art Club has grown in membership since last year, although many of the students participate in sports and are unable to attend regularly. Interested in doing some fundraising, members have discussed making t-shirts to celebrate art at North Plainfield. They will also be painting a mural design. “There is a positive energy in our club this year, especially with the seniors, noted Kim Dawson, advisor.

Drama Club: The Drama Club will be presenting Rumors, a riotous comedy by Neil Simon. The performance dates are set for December 3, 4, and 5 @ 7 p.m. in the NPHS auditorium. Tickets are $5.00.

NPMS
The NPMS PTO has scheduled a “Shop till You Drop” Vendor Night on December 5, 2008, 7:00-9:00 at NPMS. The proceeds will be used to fund end-of-year activities.

Stony Brook School
Spanish Heritage Celebration: On October 24, 2008, Stony Brook School celebrated its annual Spanish Heritage Celebration. Hosted by Leah Glicksman's third and fourth grade bilingual students with assistance from paraprofessional, Nancy Lasluisa, student teacher, Edga Blackman, and world language teacher, Monica Villafuerte, the celebration once again reminded children of the importance of diversity and the sharing of cultural traditions. Ms. Glicksman's students were dressed in the traditional clothing from each of the countries they studied. They discussed location, customs and favorite foods of each country. The students performed for the packed audience using very traditional songs and dances from their countries. Following the show, the audience was invited to join in the food celebration. Traditional foods and recipes were donated by parents. Honored guests included, the Director of World Language and Bilingual Education, Diana Sefchik.

Fire Safety Assembly: October was Fire Safety Month and on October 29th, the North Plainfield Fire Department sent four of its best firefighters to work with the students of Stony Brook School. Under the guidance of Captain D'Amore, the firefighters spoke to the students about fire safety precautions, such as reminding parents to change batteries in the smoke alarms and what to do in case of a fire. The firefighters took turns wearing all of their gear and talking to the students about not being afraid. One Stony Brook third grade student had recently been in a house fire and recognized Captain D'Amore as one of the firefighters who had saved his life.

Food Advisory Meeting: Twice a year, Maschio's Food Service visits Stony Brook School for a "Food Advisory Meeting," and October 30 was the first meeting. The purpose of each meeting is to taste new food items to be added to the menu and give feedback to Maschio's nutritionist and staff members as to favorite and unfavorite foods. In attendance were five fourth grade students, two paraprofessionals from the lunch room, one PTA parent, the guidance counselor, one teacher and the principal. Sampled were tuna fish, nachos, chicken fritters and chocolate chip cookies. The students offered many suggestions for future menu choices which included smoothies and more fruit.

Science Assembly: Stony Brook School continues with its "Go Green" campaign in saving the environment. On October 28, the students were treated to a fabulous assembly by The Grand Falloons Theatre Troupe, titled, "Professor W's Earth Science Circus.” This program was sponsored by Somerset County in offering programs to schools in the county. Professor W showed the children various components of the water cycle, the importance of recycling and saving the environment.

Harvest Fest: Stony Brook's annual PTA-sponsored Harvest Fest was held on October 31, 2008. The students arrived to find a pumpkin patch on the front lawn! Each student was invited to the pumpkin patch to select a pumpkin to decorate and take home. Each class was invited to build a scarecrow as part of the Harvest display that now sits on Stony Brook's front lawn. The Harvest Fest was organized by Patricia Klatt, academic support teacher, and included former Stony Brook staff members Gail Murray, Josephine Hassard and Andy Stout who were also available to visit with the children and help with the activities of the day.

West End School
West End School will be sponsoring Annie Jr. on December 18 at 7:00 p.m. and December 19 at 7:30 p.m. in the West End School Community Room. Tickets are $4.00each.

East End School
Fall Festival: The PTA sponsored its first Fall Festival from 12 to 4 p.m. on Saturday, October 18, 2008. The event was attended by over 100 people. Kathy Herrmann, principal and some staff attended as well. The PTA did not charge for the hotdogs, hamburgers, hot chocolate and other beverages. The grill was fired up all throughout the festival! In addition, the Community Room was filled with different foods prepared by parents. The huge spread included foods from all different cultures. The dessert table was quite tempting. Organized games, such as Tug of War and relay races were enjoyed by parents and children. “The event was a huge success and it enabled the school community to come together, meet new people and enjoy a beautiful day together. There was such a sense of relaxation because it truly gave everyone the opportunity to put their busy lives on hold for a day,” noted Principal Herrmann.

Fire Prevention: On October 24, the North Plainfield Fire Department visited East End School. All of the children assembled in the Community Room to view a DVD on fire prevention and safety. The firefighters also demonstrated the special clothing and equipment used when responding to a fire alarm. The physical education teachers continued the study of fire prevention during health classes.

Food, Glorious Food: On October 27, parents, students and staff met with Maschio’s food representatives to engage in a food service advisory session. All invited were given the opportunity to offer feedback regarding food, service, nutrition and other topics.

Geography Objective: The school community attended the kick-off assembly focusing on the Geography building objective on October 28, 2008. The reading incentives were announced to the student which included Accelerated Reader and Where in the World is Rosie? Teachers dressed as continents and the importance of geography was emphasized. Happy Halloween: On Friday, October 31, 2008, the high school band played for the students at East End School as they marched around the field in their Halloween costumes. Family and friends gathered around the perimeter of the field to enjoy this festive event. It was a wonderful way to include our high school marching band, which truly made Halloween special for the East End School Community.

The East End Literacy and Professional Development Committees have had several meetings focusing on Writers’ Workshop. East End is forming a study group using Lucy Calkins’ Units of Study for Primary Writing. Maureen Lolly, a representative from Heinemann, will visit East End on December 9, 2008, to explain the program and offer guidance on how to get started. All are invited to attend the lunchtime presentation. Materials and an instructional DVD should arrive mid November for staff to familiarize themselves before the presentation.

District
North Plainfield Board of Education Receives
National Leadership Award from EPA

The North Plainfield Board of Education is the recipient of a 2008 U.S. Environmental Protection Agency National Leadership Award. According to Edward Ostroff, Director of Operations, “This award, co-sponsored by the EPA’s Tools for Schools Program, recognizes school districts throughout the country that are committed to implementing and proactively managing a comprehensive Indoor Air Quality Program.”

In addition to accepting the award on behalf of the school district, Mr. Ostroff will represent the school district at the National Indoor Air Quality Symposium to be held in Washington, DC in December. The National Symposium brings together members of the educational community for three days of in-depth training and workshops covering a wide variety of Indoor Air Quality initiatives. The Tools for Schools Program, first introduced in 2000, is one of the many programs in place in the North Plainfield School District to ensure a healthy and safe learning environment for students and staff members.

B. DISTRICT OPERATIONS & AUXILIARY SERVICES

EMPLOYEE DEVELOPMENT
On Wednesday, October 15, 2008, a training session was held at NPHS to familiarize the custodial staff with a recently purchased Kivac Pressure Cleaning Machine. This piece of equipment will be used primarily to disinfect and sanitize restrooms and shower areas.

The department is currently working with the North Plainfield Office of Emergency Management to set up training for our support staff in C.P.R. and Standard First Aid. The initial goal will be to have at least one person trained on each shift within each building.


SAFETY TRAINING
The Safety Topic for October was Electrical Safety. Related safety training, including safe work practices, was conducted with all staff members on October 16, 2008. The safety topic for November is Confined Space.

HEALTH & SAFETY
A Crisis Exercise Drill was held at NPHS on November 6, 2008. This exercise included resources from several local, county and state agencies. DISTRICT OPERATIONS
In addition to completing routine work orders, the Maintenance Personnel continue to complete a number of in-house projects. The following projects are now in progress or are in the process of being scheduled:

• High School – Repairs to sections of the Wrestling Room wood floor.
• Stony Brook – Intercom upgrades in the gymnasium.
• High School – Additional lighting fasteners in several classrooms.

WHEREAS, the Department of Education requires New Jersey School Districts to submit three-year maintenance plans documenting “required” maintenance activities for each of its public school facilities, and

WHEREAS, the required maintenance activities as listed in the attached document for the various school facilities of North Plainfield School District are consistent with these requirements, and

WHEREAS, all past and planned activities are reasonable to keep school facilities open and safe for use or in their original condition and to keep their system warranties valid,

NOW, THEREFORE, BE IT RESOLVED, that the North Plainfield School District hereby authorize the School Business Administrator to submit the attached Comprehensive Maintenance Plan for the North Plainfield School District in compliance with Department of Education requirements.

WHEREAS, the North Plainfield Board of Education, North Plainfield, NJ, has experienced natural hazards that result in public safety hazards and damage to private and public property;

WHEREAS, the hazard mitigation planning process set forth by the State of New Jersey and the Federal Emergency Management Agency offers the opportunity to consider natural hazards and risks, and to identify mitigation actions to reduce future risk;

WHEREAS, the New Jersey Office of Emergency Management is providing federal mitigation funds to support development of the mitigation plan;

WHEREAS, the Somerset County Multi-Jurisdictional Multi-Hazard Mitigation Plan has been developed by the Mitigation Planning Committee;

WHEREAS, the Somerset County Multi-Jurisdictional Multi-Hazard Mitigation Plan includes a prioritized list of mitigation actions including activities that, over time, will help minimize and reduce safety threats and damage to private and public property, and

WHEREAS, two public meetings were held on March 26, 2008 and March 27, 2008 to introduce the planning concept and to solicit questions and comment; and to present the Plan and request comments, as required by law,

NOW, THEREFORE, BE IT RESOLVED THAT:

1. The Somerset County Multi-Jurisdictional Multi-Hazard Mitigation Plan is hereby adopted as an official plan of the North Plainfield Board of Education; minor revisions recommended by the Federal Emergency Management Agency and/or the New Jersey Office of Emergency Management may be incorporated without further action.

2. The North Plainfield Board of Education departments identified in the Plan are hereby directed to pursue implementation of the recommended high priority activities that are assigned to their departments.

3. Any action proposed by the Plan shall be subject to and contingent upon budget approval, if required, which shall be at the discretion of the Borough Council, and this resolution shall not be interpreted so as to mandate any such appropriations.

4. The Director of Operations, Edward Ostroff, is designated to coordinate with other offices and shall periodically report on the activities, accomplishments, and progress, and shall prepare an annual progress report to be submitted to the New Jersey Office of Emergency Management. The status reports shall be submitted by October 1st of each year.
