Minutes of May 20, 2009

The minutes of the regular meeting of the North Plainfield Board of Education held on May 20, 2009 at Watchung School, 33 Mountain Avenue, North Plainfield, NJ. Mrs. Bond-Nelson called the meeting to order and made the following announcement: In accordance with NJSA 10:4-10, required advance notice of this meeting was filed with the Borough Clerk; submitted to the COURIER NEWS, STAR LEDGER, AND Comcast; posted at Watchung School, Borough Hall and the North Plainfield Public Library. Following the Pledge of Allegiance.Mrs. Bond-Nelson requested the call of the roll:

Financial Report
Mr. Branan moved, seconded by Mr. Allen and unanimously approved by roll call vote that the Board of Education approve the list of bills and payrolls dated April 30, 2009 in the amount of $5, 827,509.58.

Mr. Branan moved, seconded by Mr. Allen and unanimously approved by roll call vote that the Board of Education accept the monthly financial reports of the School Business Administrator/Board Secretary and the Treasurer of School Funds, for the month of March 2009 and further recommends in compliance with NJAC 6:23-2.11(B), that the Board of Education certify that to the best of their knowledge no major account or fund has been over expended and that as of this report sufficient funds are available to meet the district’s financial obligation for the remainder of this fiscal year.

Comments from the Public
Upon request of the chair for topics from the public, Elizabeth Brumbaugh expressed concerns regarding East End School playground safety. In addition , Ms. Brumbaugh discussed concerns about children eating snacks at lunch and the after school childcare program.

Student Representative Report
Nora Rivera reported on various student activities some of which included the following:

Canuckapalooza For the Cure took place on the evening of May15th. It was a well attended successful event. The World Language Honor Societies’ induction ceremony took place today at 3:30 pm. Senior Service Day will take place on May 21. The School of the Month Breakfast will take place on May 22. The Teacher Talent Show will take place on May 22. The High School Choral Concert was held on May 19th. The Powder Puff Pay for the Cure game took place on May 18th.

Nora Rivera introduced next year’s student representative, Cassius Ross.

Presentation
Dr. Birnbaum presented certificates of appreciation and recognition to the Coaches and Captains of the High School’s Football, Basketball and Boys Track and Field Teams.

Mr. Sainte Rose, Somerset School’s Principal, presented an overview of the male mentoring program called “Males Program.”

Students

Five students from Dr. Sarah O’Donnell’s AP Biology class will participate in the 5th annual Merck State Science Day test. This annual contest is sponsored by the New Jersey Science Teachers Association and the Merck Institute for Science Education. Students Chris Nardi, Latricia Antoine, Rossana Bertini, Hoajie Zheng, and Theresa Huynh will sit for the 90 minute test on May 19 at NPHS.

Schools/Departments

District

Everyday Math Parent Night: As planned, on Monday, May 11, approximately 50 parents of students in grades K-4 attended the Everyday Math Parent Night held at West End School from 6:30 – 8:30. Danielle Harris-Lacasalle, daughter of former North Plainfield teacher Pat Harris, served as the Everyday Math representative for the evening. Her presentation included a review of some of the algorithms used in the program. She helped to make the Partials Sums algorithm and Lattice Multiplication, among other ideas, more familiar to parents. Every parent received a deck of Everyday Math cards to use at home with their children. These cards, which include numerical and visual representations of whole numbers, fractions and decimals, were used in a few rounds of the game “Top-It.” Parents, or their children, who participated at the overhead with Ms. Harris-Lacasalle also won a package of Everyday Math Family games.

The elementary counselors developed a replacement for Careers on Wheels - Career Day 2009, for the district’s fourth graders. Scheduled to be held at East End School on May 19 from 8:40 to 2:15, the day will include a range of careers demonstrated by district staff, parents and local businesses.

Somerset School

Somerset School Sixth Grade Students Visit Princeton University: Getting an education is a lot like building a house. Students start in elementary school with a good foundation of reading, writing and arithmetic. Students build on these classes at Somerset School. At Somerset School the walls of each student’s educational "house" start to go up. By succeeding in 6th, 7th and 8th grades, students become ready for the high school classes. Then students need to prepare for education after high school. The walls of the educational "house" are now up and it is time to put a roof on! Education after high school is the roof on that educational "house.” On May 18, 19, and 20 Somerset School students visited the distinguished Princeton University as they begin thinking about how they will be completing their “educational house.” Princeton University, located in the heart of Princeton, New Jersey, is the fourth-oldest college in the United States. The university welcomes visitors to its historic campus.
Stony Brook School

Take Me Out to the Ball Game: During March, Stony Brook students participated in the Reading All Stars program sponsored by the Somerset Patriots baseball organization. Students were encouraged to do extra reading at home to earn tickets to baseball games. They could obtain up to two vouchers for reading 6 or 12 books. The vouchers were exchanged for tickets to games on May10, May 18, May 20, June 2 or June 17 at which time the student All Star Readers will be honored. The Honor Roll: Each marking period, third and fourth grade students at Stony Brook School are recognized by their principal, Cathy Kobylarz, for their academic excellence. The students in grade three and four gather for an assembly and have been awarded honor roll certificates, honor roll pencils and a free Applebee's dessert card from the PTA. Group photos were taken and have been on display in the Stony Brook Media Center. The number of students that were awarded has increased for each marking period. During the first marking period, eight students were recognized. For the second marking period, the number increased to eighteen. This past marking period there were twenty-four students recognized:

"Our goal has been to keep increasing the number of student awardees at each Honor Roll Assembly," says Principal Kobylarz. "The students are learning to keep working hard in order to reach their goals."

East End School

Throughout April, East End celebrated Poetry Month each morning. During the morning announcements, a student read a poem over the intercom for all to listen to and enjoy. Some poems were by favorite authors while others were original. To culminate Poetry Month, library media specialist Allison Longley held “Poem-in-your-Pocket Day. Everyone came to school wearing clothing with a pocket which housed a favorite poem. Throughout the day, children shared their favorite poems.

East End School celebrated Teacher Appreciation Week from May 4 through May 9. The PTA, which supports the staff each and every day throughout the year, made that week truly special. The staff was treated to a breakfast which included bagels, croissants, muffins, turkey sausage, home fries, pastries, juices, fresh fruit, coffee, tea and so much more. Then, as individuals made their selections, a PTA volunteer asked them how they wanted their eggs prepared. Yes, eggs were made to order for the staff! Other treats throughout the week included quesadillas, a genuine tea party with cookies and pastries, and a luncheon with foods that seemed to never end. “It is obvious how much East End School’s PTA supports and cares about the staff. It was very difficult returning to work the following week without the treats and smiles from our PTA. Everyone felt greatly appreciated and grateful, “ exclaimed Kathleen Herrmann, principal.

On May 11, East End School held its monthly Citizen of the Month Assembly. Once again, students were awarded certificates for going above and beyond what is expected. “The program is based on the six pillars of character education. The assembly was well attended by parents and other family members. One cannot capture the excitement and pride on their faces as they heard their names announced,” noted Principal Herrmann. The school community will celebrate their achievements as they look at their pictures on the bulletin board in the main entrance to the school.

East End School held its annual Dress Up Day on May 12, 2009. Everyone arrived at school wearing his/her best attire. The PTA placed tablecloths and flowers on the lunch tables which created an elegant setting.

East End School held its Spring Concert on May 13. Instrumental instructor Kyle Skrivanek led the band in songs from different parts of the world. Vocal music teacher Diana Van Hise led the chorus as they entertained the audience with songs from around the world. Both teachers supported the building’s geography objective as students learned about music from different countries. Art teacher Joanne Wendt worked with students to create a spring theme on the stage.

West End School

Thank you, PTA: “The staff of West End School would like to thank the PTA for having a lovely breakfast and a delicious luncheon for teachers and staff during Teacher Appreciation Week. Thank you, PTA! We thank you for your constant support and assistance with so many activities and events at West End! We could not do it without you,” wrote Beth Sobel, principal of West End School.

St. Jude's Math-a-Thon: For the third year in a row, fourth grade teachers sponsored the Saint Jude's Math-a-Thon. This year $1,718.32 was raised through the participation in the Math-a-Thon. Over the three years, West End has donated $6, 939.60. Many thanks to our fourth grade teachers for such a great service learning project: Marilou Barrett, Dina Diaz, Sue Fordham, Carol Irvine, Paula Lemos, and Michelle Tafuri.

Second Grade Cooking Club: The Second Grade Cooking Club assembled fifty bagged lunches which were donated to S.H.I.P. located in Somerville. SHIP, the Samaritan Homeless Interim Program, began operations on March 5, 1984. Their clients are the homeless, near-homeless, working poor families, and individuals in Somerset County Regions who are not able to obtain assistance from government or other private agencies. Many thanks to the following teachers who have co-advised this club: Elizabeth Cirillo, Kim Faszczewski, Keren Fonseca, and Vicki Mendes.

Spring Concert: The spring concert was an evening filled with the joy of music. The forty-five member Fourth Grade Beginner Band performed four songs. The Superstar Singers, comprised of sixty first grade and second grade students sang three songs and then joined the Third and Fourth Grade Chorus in the singing of “God Bless America.” The forty-seven members of the Third and Fourth Grade Chorus then sang three folk songs: an Irish traditional, a North American traditional, and a South African traditional. The band was directed by Kyle Skrivanek; the chorus was directed by Jonathan Scott; and the Superstar Singers were directed by Sandy Deller, Keren Fonseca, Theresa Knauer, Christina Mundy, and Michelle Tafuri.

NPMS

Last Friday, May 8, 2009, the middle school faculty suited up for a basketball game against the middle school students. Male faculty members were teamed up against male students and female faculty went up against female students. Students, parents and middle and high school staff turned out en masse in support of the fundraiser, Step Up for the Cure. The outcome of the games was disappointing for the students. The faculty ruled!!!

NPHS

NPHS fine and performing arts students from were well represented at the Somerset County Teen Arts Festival on May 15, 2009 at Raritan Valley Community College. The brass ensemble enchanted the adjudicators with a New Orleans March in the main auditorium. The drama club absolutely wowed the adjudicators with four separate presentations. The concert choir was praised for their a’cappella arrangement of "Shenandoah." No other chorus performed a’cappella, and the arrangement itself was challenging, as also noted by an adjudicator who is a composer of over 600 published pieces. Two fine arts students distinguished themselves by being selected to have their artwork hang in the county gallery this summer.
“Our students participated in workshops and appreciated the opportunity to see what other schools were offering, commented Tom Mazur, supervisor of fine, practical and performing arts.

Student Council: On Tuesday, May 26, 2009, the NPHS student council will be having a guest speaker from the United Nations. Ms. Block, a maternity nurse from Overlook Hospital will be speaking to the students. Topics will include the history of the UN, her role (women's rights), current news and events, and other stories. She has a PowerPoint presentation, pamphlets, and other great visuals. The event will be held in the library and is open to all social studies and English classes during the assigned periods as well as all staff who would like to attend during their free periods.

Guest Speaker: On June 8, 2009 at 9:30 a.m., Sue Feibush, NPHS media specialist, is sponsoring a lecture by Margit Feldman, Holocaust survivor. Ms. Feldman and Bernard Weinstein wrote the book Margit, A Teenager’s Journey through the Holocaust and Beyond.

Powder Puff Football: The new Powder Puff date is May 18 at 7:00 p.m.

NPHS Debate Club: The Debate Club, under the direction of Charles Rowan, social studies teacher, had a debate last Thursday. The topic of choice was the school’s policy on the placement of students. Students were broken up into two teams. Students were given 10 minutes to prepare arguments for both sides. Students came up with speaking points for reasons in favor separating students into different class levels and against placing students in different levels. A coin was flipped and the winning team was given the choice of which side they wanted to argue. Each team was given 2 minutes to make their argument. After both teams made their points teams were able to make rebuttal arguments. The debate lasted for twenty minutes. At the end of the debate the club had a discussion on the topic.

French Honor Society: As part of its Community Service Project for this school year, the French Honor Society, under the direction of Marlene Yoskowitz, has made a charitable contribution from the money raised through its fundraisers during the year 2008-2009 to the Somerset Home for Temporarily Displaced Children located in Bridgewater, NJ.

Senior Day of Service: The Senior Class will participate in a day of community service on May 21, 2009. The Senior Class will spruce up the Memorial Day sites around town and give some “TLC” to the schools of North Plainfield. The town purchased long sleeve t-shirts for the seniors with the Canuck logo on them

SAFETY TRAINING

The Safety topic for May is Personal Protective Equipment (PPE). Related safety training will be conducted with all staff members on May 29, 2009.

HEALTH & SAFETY

H1-N1 (Pandemic Swine Flu)

In an effort to address the recent outbreak of N1-H1 (Swine Flu), the following directives were issued by the Operations Office. *See note below.
1. Routine cleaning that is normally completed using a multi-purpose cleaner will now be performed using an antibacterial disinfectant cleaner.
2. All staff members have been given a Swine Flu Fact Sheet that contains a number of safety precautions to prevent the spread of this virus.
*The Center for Disease Control (C.D.C.) and the World Health Organization (WHO) both recommend the continued use of contact precautions until such time as the outbreak has been effectively neutralized. We will continue to monitor this outbreak and provide the latest information as it becomes available.

Safety Committee

The reestablishment of the District-Wide Safety Committee is now in place. An agenda for the first meeting has been finalized; the first meeting will be held before month’s end.

GRADUATION 2009

As previously announced, this year’s graduation exercises will be held on the Lower Krausche Field. The change of location was necessitated by the projected start date of the new Upper Krausche Field. Funded by a grant from the Somerset County Freeholders, the new field will take approximately twelve weeks to complete.

In an effort to make this year’s graduation a success, the following improvements are planned for the Lower Krausche Field.
• Over seeding and core-aerating of the field to stimulate turf growth.
• Repaving of the lower entrance area including the driveway.
• Painting and trim work on both storage buildings.
• Rehabilitation of the existing spectator bleachers. In Progress.
• General clean-up and other improvements as necessary. In Progress.
• Seal coating of the asphalt pad located on the south end of the field.
• Fencing repairs and the installation of a top cap as needed.
• Removal of the entrance turnstile at the south end of the field.
• Removal of stumps and debris from the lower field bank. In Progress.
• Painting of exterior doors and trim on the rear of the High School.
• Painting of exterior doors and trim on the Maintenance Shop.
• Rental of twelve hundred chairs for increased spectator seating.
• Rental of the stage unit from Somerset County Parks Commission.
• Rental of a sound system as per quotation.
• Running track repairs and re-striping.

• Indicates the item has been completed.


PROJECT GRANTS

The following project grants have recently been approved for the North Plainfield School District. Please visit our website and click on the link to Operations for more information.

Somerset County Freeholders – Open Space Grant
The Somerset County Freeholders have approved the North Plainfield School District for a $1,000,000 Open Space Grant.

This project is currently out for bid and we anticipate the awarding of bids on or about May 19, 2009. The projected start up of this project is on or about June 8, 2009. The project includes a base bid that will provide a new turf football field, lined for soccer and field hockey, and a new softball and baseball field. In addition, the base bid will also include other improvements such as drainage and site work, dugouts and perimeter fencing. Alternates to the base bid will include a center logo, sideline netting, a water line to the north east corner of the field area and other upgrades as deemed appropriate.

These improvements will provide many years of expanded use and we anticipate many other improvements in the future orchestrated by our Education Foundation and their fundraising efforts. We anticipate completion of these improvements by early September.

S.D.A./D.O.E. Construction Grant
The New Jersey School Development Authority, in conjunction with the New Jersey Department of Education, have approved two grants totaling more than $1,200,000 for the replacement of boilers and heating system components at the West End School and the Harrison Building.

Somerset County Energy Audit Grant
The North Plainfield School District has received a grant offered by Somerset County to audit our energy usage.

2009-2010 CAPITAL PROJECTS
The following Capital Improvement Projects are slated for completion during the 2009/2010 School Year.
• District – Exterior Doors, as needed.
• District – Windows, as needed.
• East End School – *Boiler and heating system(s) replacement.
• West End School – **Gymnasium structural repairs
• District – **Energy Monitoring and Lighting Upgrades
• H.S. Auditorium Stage Lighting Upgrades

*The completion of this project is dependent upon a favorable review of our grant submission.

**The completion of these two projects is contingent upon the actual cost of bids received for the West End and Harrison Building Boiler and Heating System Replacement Projects. If sufficient funds remain, we will move forward with these projects.

WHEREAS, the North Plainfield Board of Education desires to transport special education, non-public, public and vocational school students to specific destinations; and

WHEREAS, the SCESC, referred to as the Coordinated Transportation Service Agency (CTSA), offers coordinated transportation services; and

WHEREAS, the SCESC will organize and schedule routes to achieve the maximum cost effectiveness;

NOW, THEREFORE, it is agreed that in consideration of pro-rated contract costs, plus an administration fee of 6%, as presented to the North Plainfield Board of Education as calculated by the billing formula adopted by the SCESC’s Board of Education. Said formula shall be based on the route cost divided by home to school mileage of students allocated to each participating district. The total amount to be charged to districts will be adjusted based on actual costs. Payments will be due within 30 days of receipt by the district and deemed late after 60 days with an additional 1% fee for late payments. At the discretion of the Commission superintendent, late fee charges may be waived for extenuating circumstances.

WHEREAS, the Board submitted an Open Space Grant Application to the Somerset County Freeholders’ Open Space Advisory Committee seeking a grant in the amount of $1,000,000 for the purpose of replacement/renovation of the Upper Krausche Field; and

WHEREAS, the Somerset County Freeholders’ Open Space Advisory Committee has approved the application submitted by the Board of Education; and

WHEREAS, as a condition precedent to receiving the Grant Funds, the North Plainfield Board of Education must enter into a Grant and Restrictive Covenant and Recreational Easement with the County of Somerset;

NOW THEREFORE,BE IT RESOLVED, upon the recommendation of the Superintendent, the Board hereby approves the Grant and Restrictive Covenant and Recreational Easement pursuant to the terms and conditions specified.

WHEREAS, the Board and the Board’s Architect, HACBM, has evaluated the bids received and the Board has determined to award the contract for the Project; and

WHEREAS, in accordance with the provisions of the Public School Contracts Law, N.J.S.A. 18A:18A-1 et seq., the Board has determined that Yetka Corporation, having offices at 465 Shrewsbury Lane, Shrewsbury, New Jersey 07701, is the lowest responsible and responsive Bidder for the Project, with a Lump Sum Base Bid of $119,400.00 (One Hundred and Nineteen Thousand Four Hundred Dollars), which amount includes an Allowance of $11,400.00.

NOW, THEREFORE, BE IT RESOLVED that the Board make the following award of contract:

Yetka is hereby awarded the contract for the Project, for the total contract sum of $119,400.00 (One Hundred Nineteen Thousand Four Hundred Dollars).

Mr. Branan moved, seconded by Mr. Allen and unanimously approved by roll call vote that the Board of Education authorize the appointment of James P. Cardaneo to perform professional services related to the School Construction Facilities Grant (ROD Grant) filings and submissions for outstanding projects and to expedite receipt of state funding reimbursements due the district at the rate of $50.00 per hour for an amount not to exceed $3,000.00.
