The minutes of the regular meeting of the North Plainfield Board of Education held on May 18, 2010 at Watchung School, 33 Mountain Avenue, North Plainfield, NJ. Mrs. Bond-Nelson called the meeting to order and made the following announcement: In accordance with NJSA 10:4-10, required advance notice of this meeting was filed with the Borough Clerk; submitted to the COURIER NEWS, STAR LEDGER, AND Comcast; posted at Watchung School, Borough Hall and the North Plainfield Public Library and the school district website. Following the Pledge of Allegiance, Mrs. Bond-Nelson requested the call of the roll:

Dr. Birnbaum congratulateded the Winter Guard Competition winners and presented them with certificates of achievement. The Winter Guard Advisors explained the program and the student involvement.

Superintendent’s Report
RECOGNITION/PUBLIC RELATIONS

Staff

On May 28, 2010, the district will hold a workshop for those teachers and administrators involved in curriculum revision. Dr. Marie Alcock, who has previously presented at NJPSA, will train teachers in the “Understanding by Design” model and curriculum mapping. This new model reflects the NJDOE curriculum template recently released for use by districts as they revise curriculum to reflect the changes in the NJCCCS. Curriculum mapping will enable district staff members to continue to improve curriculum as new resources become available through a new feature in OnCourse, the district’s lesson plan software. This feature will put curriculum guides at teachers’ fingertips. Students

Freshman Kevin Madison brought prestige and honor to North Plainfield High School on Saturday, May 8, 2010, when his composition "Spring Winds" for flute, viola, and percussion was performed at the Montclair Art Museum. Kevin was one of three winners of a statewide contest sponsored by the New Jersey Arts Collective, a group that invites students to create an original composition inspired by a work of visual art. In much the same way 19th Century composer Modest Mussorgsky based his classic "Pictures at an Exhibition," students were challenged to write music connected to "The Whirlwind," a sculpture by Jonathan Scott Hartley (1845-1912). Supervisor of fine, practical and performing arts, Tom Mazur, who attended the concert, proudly remarks, "Kevin's piece was outstanding in its musicianship and exciting rhythm. Free of pontifical musings, Kevin allowed the music to flow joyfully in the wind like the garment on a figure of the sculpture."

On Tuesday evening, May 25, 2010 during the NPHS choral concert, Kevin also will play two classical pieces on piano for Anne Marie Kenney in recognition of her generous donation of her Bechstein Grand Piano.
Raasha Yumiguano, Stony Brook School fourth grader, received a letter of recognition and a certificate from the "Children's Bridge of Zichron Menachem, Inc.” for her very generous donation of her own hair to help provide a wig for a child with cancer in Israel. This organization has collected hair from over two thousand people, boys and girls from ages three and older, from across the United States and Canada since 2001. Raasha will also receive recognition at the June Stony Brook Awards Ceremony for her kind and selfless act.

At “WE Celebrate,” West End School's monthly assembly to celebrate and recognize students and staff for their accomplishments and demonstrations of good character, the following students were honored: Kindergartener: Sean Rassa; First grader: Brian Scopel; Second graders: Caleb Dove, Abby Devries, Alyssa Gaetan, Grace McGrath, McKenna Moore, Dana Pierro, Margaret Savoy, and Zoe Sheffield-Lee; Third graders: Olivia Dougherty, Samantha Marquez, Sydney Muhando, Nataly Perez, Shafaq Shazad, and Daniela Vega; and Fourth grader: Anne Joseph.

Schools

East End School

Physical Education teachers John Malazdra and Jennifer Brand have been busy the last few days building kites in preparation for Kite Day on May 21. “While many parents volunteered to assist the students as they made and designed their kites in the gymnasium, many parents also come and assist the children throughout Kite Day. “Everyone is looking forward to Kite Day and is hoping for a nice windy day. It is such a wonder to watch the children run across the field as they launch their kites and enjoy seeing how high each kite flies. Anyone who passes the school is amazed at the site of so many kites soaring through the air,” remarked Kathleen Herrmann, principal.

As a follow-up to the district’s IDEAL literacy grant, Juan Torres from the New Jersey Department of Education visited the district’s elementary schools on May 6, 2010, to observe the language arts literacy block. For instance, at East End School, Mr. Torres observed classes as the students and teachers engaged in various activities such as guided reading, literacy centers, Project Read, and writing. “Mr. Torres was quite impressed with the student and teacher engagement and complimented staff on the implementation of the ‘Lucy Calkins Writers’ Workshop.’ He was truly amazed at the quality of writing, especially at the Kindergarten level. He stopped and listened to students read their writing and congratulated them on a job well done,” reported Ms. Herrmann. Last year, the majority of staff joined a Lucy Calkins study group during lunch to share and understand the program. This year, staff fully implemented the program and will come together at the June 7 building meeting to share best practices about this program. Fourth grade teacher, Rachel Padian, is facilitating this event, and will compile lesson plans and strategies submitted by each staff member into a binder so that teachers can use the lessons as a reference in the future.

NPMS

The North Plainfield Middle School Robotics Club, under the direction of Dawn Kleinfeld, math teacher, once again attended the Somerset County Middle School Design Challenge on Saturday, March 20. Team members Bobby Bereniko, Kyle Wallace, Alex Santiago, Shelby Watters, Christina Forrester and Marco Bermudez practiced several challenges prior to the competition. When they arrived at Bridgewater Raritan Middle School, they adjusted their LEGO robots according to the lighting and table sizes on which they had to work. Current NPHS students and former Robotics Club members Nick Forrester and Eric Orellano, also attended as advisors. Tiana Cock, Richard Simbana and John Huynh, also served as advisors during club meetings all year. NPMS science teachers Paul Kraucheunas and Elio Mayo served as judges, along with Patty Marseglia, supervisor of math and science.

Somerset School

On May 25, 26, and 28 Somerset students will visit Rutgers University as they begin to thinking about how they will be completing their “educational house.”Given that Rutgers, The State University of New Jersey, is “the premier public university of New Jersey and one of the oldest and most highly regarded institutions of higher education in the nation,” the Somerset School staff felt that this would be a good educational environment for student to encounter. As noted in the literature, “With more than 52,000 students and nearly 10,500 faculty and staff on its three campuses in New Brunswick, Newark, and Camden, Rutgers is a vibrant academic community committed to the highest standards of teaching, research, and service. With 27 schools and colleges, Rutgers offers over 100 undergraduate majors and more than 100 graduate and professional degree programs.”
Earth Week at Somerset School: To teach young children the importance and value of giving something back to the planet, Somerset children participated in Earth Week. Through various activities and creative projects, students learned how helping the environment is good for the Earth. Students helped the environment by learning to reduce, reuse, and recycle with class activities for Earth Day. For instance, the students learned how to recycle and care for the environment by developing their own classroom recycling center. Some of the homerooms got big boxes and colored and painted them. Once the students were finished, they labeled each box with an item that could easily be recycled, such as cans, bottles, and newspapers. To teach students how to reuse things, students painted over empty tin cans, plastic containers, or small boxes to create pencil holders. “These Earth Day activities are a creative and fun way to teach our students to help the environment. By teaching the students to do simple steps, like recycling, reusing, and reducing, they will help the environment, not only on Earth Day, but every day,” commented Reginald Sainte-Rose, principal.



Stony Brook School

May 7, 2010, was an exciting and unbelievable evening at Stony Brook School as the multi-purpose room was magically transformed into a "Basket Auction" haven for Stony Brook's 6th annual Basket Auction. In attendance were over 200 participants from around the area, as well as students from North Plainfield High School's HOPE club to offer their assistance. Over 180 baskets, gift prizes, and certificates were donated from local businesses, parents, students, staff members and PTA members. Co-chairing the committee were Missy Boland and Denise Cruz with the help of Kim Wilson McKay, Lisa Nice and Debbie Ceriani. All proceeds are donated to Stony Brook's Cultural Enrichment programs. These programs include all educational assemblies and museum programs that are invited to Stony Brook School for student enrichment. Food and drinks were also sold that evening organized by Marcie Kenny's fourth grade committee. "I continue to salute the dedication and hard work of our PTA members. Our students and staff are fortunate to have such caring individuals willing to devote their time and energy to help enrich the programs at Stony Brook School. I am always reminded of what an impact a small group of caring individuals can have on any situation," stated Cathy Kobylarz, principal.

West End School

Kindergarten Service Learning Project: West End School’s kindergarten children built math skills and character in their “Caring Coins That Count Project.” Each student was asked to donate five of each coin. Those coins were used in class during math for a variety of activities to improve coin recognition. At the end of the math lessons on coin recognition, all the kindergarten students combined their coin collections. As a grade level, the students were able to raise the $250.00 in order to donate one smile to West End’s service learning project, The Smile Train. Not only did the children donate a smile, they also became proficient in coin identification!

Second Grade Service Learning Project: To address the objective of service learning, the second grade students at West End School sponsored a pet food and supply drive during April. Fliers were sent home to all West End families highlighting items that were needed at the Plainfield Area Humane Society. By the end of the month, the second grade had collected over 100 pounds of food and many supplies that were donated to PAHS.

District

G&T's Third Grade Inspiration Group Travels to the Guggenheim: The weather was picture perfect as the G&T Inspiration students and their teacher, Janet Darvin, traveled to New York City to tour the Guggenheim Museum. The morning began with a discussion initiated by the group's educator about the external features of the museum. Students carried folding stools and walked around the front of the building to gain a better perspective. The students sat together and sketched the unique features of the museum all the while discussing everything they noticed. It was amazing to consider all the ideas that Frank Lloyd Wright developed in his crowning achievement. Students learned about the importance Mr. Wright placed upon geometric shapes and the value of incorporating nature in his designs. Further, students explored the museum, pausing at various points to discuss various works and compare and contrast the artistic styles. The educator who accompanied the students kept them mindful of how the art work displayed was enhanced by the Guggenheim -- itself a work of art! The morning concluded with a studio session in the Sackler Center for Arts Education where students worked, one-on-one, with an artist to design and build their own museum in the tradition of Frank Lloyd Wright's premise. Once outside again, students proudly displayed their finished structures before walking across Fifth Avenue for lunch on the outskirts of Central Park. "It was a picture perfect day, to be sure!" stated Janet Darvin, G&T teacher.

DISTRICT OPERATIONS & AUXILIARY SERVICES

SAFETY TRAINING
The safety topic for May is PPE (Personal Protective Equipment). Related safety training, including the proper use of chemical dispensers, will be conducted with all staff members on Wednesday, May 26, 2010.

HEALTH & SAFETY
H1-N1 (Pandemic Swine Flu)
UPDATE: The number of reported cases of H1-N1 has been steadily increasing over the past few months, and they are expected to continue to rise due to the warmer spring temperatures.

Although the anticipated H1-N1 Pandemic was not as severe as anticipated, the threat of an outbreak still exists. Please continue to follow personal protective protocols, such as frequent and aggressive hand washing, to reduce your exposure to this virus. Please visit our website for additional information.

District Safety Committee
The District Safety Committee held its second District Safety Committee Meeting on April 28, 2010. Listed below are just a few of the topics discussed during this meeting:

WeTip
The district has begun to roll out the WeTip Program at all of the schools. This program, provided at no cost to the district by our Joint Insurance Fund, provides an anonymous hot line to report suspicious or criminal activity. Please visit our website for additional information regarding the addition of this latest “tool” to our Safe Schools Toolbox.

CURRENT MAINTENANCE & GROUNDS PROJECTS
Listed below are just a few of our recently completed and/or in progress maintenance assignments:


• Relocation of an ice maker at NPHS
• Installation of an a/c unit at East End School
• Installation of a new set of field stands on the Upper Krausche Field
• Sub-grade investigation of the Running Track with a sleeve installation

CAPITAL PROJECTS, STATUS REPORT

HARRISON BUILDING
Specifications to execute A.D.A. Improvements for the Harrison Building are now ready and were advertised on May 12, 2010. This project is being funded through a Stimulus Grant from the Federal Government. The improvements will include an elevator/stair tower, barrier free restrooms and the conversion of two existing restrooms to office space. The conversion of the restrooms will eliminate the need for the existing office modular and it will be removed once the project has been completed. In addition to the A.D.A. Improvements, we are awaiting a determination on a Rod Grant Application to construct four new classrooms to further upgrade this facility. If our application is approved, the total cost of this project will be funded through grant monies at no cost to the district.

EAST END SCHOOL
Boiler/Heating System Replacement. Sealed bids were received for this project on February 11, 2010. The project has now been awarded and we have held several pre-construction meetings. The project is moving forward on schedule and we anticipate the start-up of this project towards the end of June. Substantial completion is expected prior to the start of the new school year.

DISTRICT WIDE
Somerset County Energy Audit Grant. The audit is now being utilized as a basis to apply for two additional energy grants to reduce our energy consumption. The first grant will provide upgrades to our gymnasium lighting systems and the installation of lighting sensors in all of our buildings. The second grant will provide rooftop solar energy panels on a number of our buildings.

Additional Restroom Renovations. Bids were received for this project on May 13, 2010. This project will include two restroom renovations at NPHS with alternates to the base bid for NPMS and West End School. The number of restrooms to be renovated is dependent upon the success of yet another Rod Grant Application submitted on our behalf.

Open Space Grant. The county engineer is currently reviewing the amount of foul ball protection being provided on the baseball field. We are awaiting the results of their review and will act accordingly once further information is provided.




SUMMER PROJECTS, OPERATIONS
District Operations is currently reviewing a list of summer improvements being submitted by each school building. A final list of planned improvements will be forwarded to the Facilities and Finance Committee for further review and discussion.

In regard to the graduation ceremony, Dr. Birnbaum discussed graduation ceremony participation of students who are part of the alternative assessment program.

That the Board of Education is awarding the following bid for the purpose of renovating bathrooms at the High School:

WHEREAS, on May 13, 2010, the North Plainfield Board of Education (“Board”) conducted a public bid opening for the award of the project for Bathroom Renovations at High School (“Project”); and

WHEREAS, three (3) vendors submitted a bid for consideration at the bid opening; and

WHEREAS, the Board and the Board’s Architect, HACBM, have evaluated the bids received and the Board has determined to award the contract for the Project; and

WHEREAS, in accordance with the provisions of the Public School Contracts Law, N.J.S.A. 18A:18A-1 et seq., the Board has determined that Salazar and Associates, Inc., having offices at 2421 Iorio Street, 2nd Fl., Union, NJ 07083, is the lowest responsible and responsive bidder for the Project, with a Base Bid of $130,800 (one hundred thirty thousand eight hundred dollars), plus one Alternate Bid; (GC-3) of $8,090 (eight thousand ninety dollars);

Salazar and Associates, Inc. is hereby awarded the contract for the Project, for the total contract sum of $138,890.00 (one hundred thirty-eight thousand eight hundred ninety dollars), Base plus One Alternate GC-3.

BE IT FURTHER RESOLVED, that this award is subject to Salazar and Associates, Inc. executing the Owner/Contractor Agreement for the Project, and providing Performance/Payment Bonds and an Insurance Certificate(s) evidencing coverages in accordance with the Project Specifications (“Contract Documents”); and

BE IT FURTHER RESOLVED, that the Board’s Counsel is authorized to prepare and transmit for signature the Owner/Contractor Agreement applicable to this award, as well as to secure from Salazar and Associates, Inc. such other documentation as required by the Project Specifications and this Resolution.

WHEREAS, the Monmouth-Ocean Educational Services Commission (MOESC) offers coordinated transportation services; and

WHEREAS, the MOESC will organize and schedule routes to achieve the maximum cost effectiveness;

NOW THEREFORE, it is agreed that in consideration of pro-rated contract costs, calculated by the billing formulation adopted by the MOESC, plus an administrative fee of five percent (5%), the North Plainfield Board of Education shall pay the MOESC for transportation services rendered. Said formula shall be based on the number of students and a per pupil mile ratio encumbering any special requirements specified by participating districts.

WHEREAS, the North Plainfield Board of Education (the “Board”) has been involved in a lawsuit against Zurich American Insurance Company (“Zurich”) pending in the United States District Court for the District of New Jersey, civil action no. 05-4398 (the “Litigation”) relating to insurance coverage issues in connection with general construction work performed in the district by D&D Associates, Inc. and American Motorists Insurance Company; and

WHEREAS, the Board’s counsel and Zurich’s counsel have negotiated the terms of a draft settlement of all claims at issue between the Board and Zurich in the Litigation (the “Settlement”), which is attached hereto as Exhibit A, and a stipulation and order of dismissal of the Litigation with prejudice (“Stipulation of Dismissal”), which is attached hereto as Exhibit B; and it appearing that Zurich has executed both the Settlement and Stipulation of Dismissal; and

WHEREAS, it being in the best interest of the Board to resolve the claims between the Board and Zurich, and it being the opinion of the Board that the Settlement represents a good and fair resolution of the claims between it and Zurich in the Litigation, and after having discussed this matter with counsel and being satisfied that the Board’s execution of the Settlement and Stipulation of Dismissal is the best course of action for the Board;

a. That the Board hereby approves the Settlement and directs that the Settlement and Stipulation of Dismissal be executed to resolve the Litigation; and

b. That the Board hereby authorizes the Board’s Business Administrator, acting on behalf of the Board and in consultation with the Board’s counsel for the Litigation, to execute the Settlement on the Board’s behalf, and authorizes the Board’s counsel to execute the Stipulation of Dismissal on its behalf.
