Bell-to-Bell Internet-Enabled Device Policy FAQ

Pursuant to P.L. 2025, c. 195, all New Jersey public school districts, charter schools, and renaissance school projects must adopt and implement a "bell-to-bell" policy. This policy prohibits the non-academic use of personal internet-enabled devices during the entirety of the school day for students in grades K-12.

"Bell-to-bell" describes the timeframe from the morning homeroom/start bell until the final dismissal bell. During these hours, students' personal internet-enabled devices must be powered off and completely stored away (locker, backpack, purse, etc.).

This includes any personal device capable of connecting to the internet or cellular networks to access content, text, or social media. Examples include:

• Smartphones
• Smartwatches
• Smart glasses
• Personal laptops/Tablets

Note: This policy does not apply to district-issued Chromebooks or educational technology used under staff supervision.

No. To prevent distraction and ensure consistent enforcement across classrooms, devices cannot be stored in a pocket of clothing. They must be powered off and stored out of sight in a locker, backpack, or other secure bag. Devices may not be stored in a pocket of clothing. 

No. The Board of Education is not responsible for the security of or any damage to a student's internet-enabled device that is brought to school.

Yes. Exceptions are strictly protected by state and federal law. A student is permitted to use a personal internet-enabled device if it is:

• Formally documented in an Individualized Education Program (IEP).
• Required to support a 504 Plan.
• Part of a Student Health Plan (e.g., continuous glucose monitoring for diabetes).
• Required for essential translation services.

Decisions regarding these exceptions are handled on an individual, confidential basis through the appropriate planning team.

For daily messages, scheduling changes, or routine matters, parents should contact the school’s main office, and staff will assist in reaching the student immediately.

In alignment with NJDOE safety guidelines, students will be permitted to access and use their personal devices in the event of an active emergency, threat of danger, or crisis situation where immediate communication is vital to student safety. This will only be with permission of the Chief School Administrator and/or principal/designee.
